The pace bowler has secured 309 wickets in 71 five-day games with an stellar bowling average.
Australia's chair of selectors the selector has confirmed that skipper Cummins will be a central figure in the forthcoming Ashes series.
Rumors had circulated that the 32-year-old might miss the series due to a ongoing back issue that was still troubling him.
Previous updates from team management suggested no final decision had been made regarding whether he would play, with the extended contest scheduled to begin on November 21 in the WACA.
He revealed that his recovery is on track and was "optimistic" about the prospects of taking part.
"It's clear that the window is narrowing and various factors around that, not only the back issue, but additional elements," he commented.
"The outlook is good. We firmly believe that he's going to play a major part. With luck starting in Perth. If not, we'll adjust."
Injury History
The captain missed Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after medical tests showed a lumbar bone stress.
Previous incidents include of spinal problems, with flare-ups in several earlier campaigns leading to absences from multiple domestic campaigns in four years.
The bowler mentioned he would be proactive in his approach in his recovery plan to make the squad for the series.
The selector indicated that he did not know if he had started his bowling workouts as part of his recovery but conceded it was "getting tight" for him to recover fully for the initial match.
Backup Options
Should Cummins not be fit, veteran batsman Smith will assume leadership.
All-rounder Cameron Green was withdrawn recently from the national team for their one-day international series against the subcontinent side as a safety move because of discomfort in his torso.
Bailey described it as a "slight concern and confirmed that he'll feature in the state-level matches, so will be "ideally positioned to deliver overs."
"We put so much time has gone into building out the plan for him to participate for the initial game as an batting and bowling option," the selector detailed.
"Originally, he'd only feature in the first two ODIs in any case. The way he swings the willow in shorter formats, even if it just sets him back for another day, we just made the decision to approach this more conservatively."
